2025年4月18日，“一带一路”绿色发展国际联盟（以下简称绿色联盟）与发展中国家废弃物资源化方案设计研修班学员在京开展交流活动。绿色联盟首席发展总监及生态环境部对外合作与交流中心、美国环保协会等联盟会员单位专家参加会议。来自埃及、坦桑尼亚、亚美尼亚、老挝、所罗门群岛等9个发展中国家的29名政府官员和技术人员参与交流。

The BRI International Green Development Coalition (IGDC) held an exchange activity with the delegation of the Seminar on Design of Waste Recycling Schemes for Developing Countries on April 18, 2025 in Beijing. The meeting was attended by Chief Development Officer of IGDC and experts from IGDC members including Foreign Environmental Cooperation Center (FECO) of Ministry of Ecology and Environment, and Environmental Defense Fund (EDF). 29 government officials and technical officers from 9 developing countries, including inter alia Egypt, Tanzania, Armenia, Lao PDR, and Solomon Islands, joined the event.



绿色联盟代表在发言中介绍了中国与共建国家共同推动绿色丝绸之路建设的进展及成效，以及绿色联盟实施的绿色发展投融资合作伙伴关系（GIFP）、绿色低碳专家网络、绿色丝路使者计划等助力发展中国家绿色低碳转型的相关工作进展。对外合作与交流中心专家介绍了中国实施应对气候变化南南合作进展及展望、中国塑料污染治理政策与行动等内容。

In the keynote speech, IGDC representative outlined the progress and achievements of developing a green Silk Road by China and the Belt and Road partner countries, and articulated progress of IGDC's work on assisting developing countries in green and low-carbon transition via implementing mechanisms such as Green Investment and Finance Partnership (GIFP), BRI Green and Low-Carbon Expert Network (GLEN), and Green Silk Road Envoys Program. Representatives from FECO introduced the advances and outlook for China's South-South climate cooperation, as well as China's policies and actions to address plastic pollution.

来自亚美尼亚的埃里温投资项目特别协调员瓦谢‧吉汉扬代表学员发言。他表示，共建“一带一路”潜力巨大，为共建国家提供了开展技术交流、能力建设、应对气候变化共同行动的平台和通道，建议以绿色发展作为指导原则，实现人与自然和谐共生，本次交流活动为大家了解和参与共建绿色丝绸之路提供了良好契机。来自所罗门群岛霍尼亚拉市政厅副司长阿贝德尼戈‧马欧胡对中国绿色低碳发展成就，特别是中国通过南南合作为所罗门群岛提供的帮助表示高度赞赏和感谢，愿与绿色联盟就共建“一带一路”中的环境治理与气候行动加强合作。来自坦桑尼亚的学员围绕绿色“一带一路”合作、固体废物治理与循环利用、绿色投融资等提出问题，现场交流气氛热烈。

Mr. Vache Jihanyan, Special Programs Coordinator at Yerevan Urban Development / PIU from Armenia spoke on behalf of the delegation. He believed that the Belt and Road cooperation has great potential and provides platforms and channels for partner countries to engage in technical exchange, capacity building, and joint climate actions. As he noted, green development should be a guiding principle for a harmony between humanity and nature, and the exchange served as a good opportunity for the delegation to gain more understanding of and involve in more actions for building a green Silk Road. Mr. Abednigo Maeohu, Deputy Director General of Honiara City Council of Solomon Islands expressed high appreciation and gratitude for China's achievements in green and low-carbon development, especially the assistance that China has provided to the Solomon Islands through South-South cooperation. He hoped that cooperation with IGDC could be established with regard to environmental governance and climate actions in Belt and Road cooperation. Delegates from Tanzania put forward questions on green Belt and Road cooperation, solid waste treatment and recycling, as well as green investment and finance, triggering warm discussions.



18日下午，在绿色联盟合作伙伴北京节能环保中心支持下，研修班学员赴北京安定循环经济园区进行实地调研，了解中国固体废物处理及资源化利用产业链构建和运行经验。

On the afternoon of the April 18, with the support of IGDC's partner Beijing Energy Conservation and Environmental Protection Center, the delegation paid a visit to Beijing An'ding Circular Economy Park for on-site learning and gained knowledge of China's practice and experience in constructing and operating the industrial chain for solid waste treatment and recycling.

本次交流是实施第三届“一带一路”国际合作高峰论坛务实合作项目成果“一带一路”生态环保人才互通计划的交流活动，也是绿色联盟应研修班主办方商务部国际商务官员研修学院、支持方中非民间商会邀请，在今年内举办的第二次交流活动。

This exchange is a specific action to implement the BRI Green Talent Program, one of the practical cooperation deliverables of the Third Belt and Road Forum for International Cooperation. It is the second exchange event organized by IGDC in 2025 with delegation of seminars to respond to the invitation from the seminars' host – Academy for International Business Officials (AIBO) of Ministry of Commerce and the seminars' supporting agency – China-Africa Business Council.
