美国232条款调查铜关税将上调至50%
作者：微信文章美国总统特朗普于当地时间2025年7月8日表示，将对所有进口到美国的铜征收50%的新关税（包括但不限于原铜矿、铜精矿、精炼铜、铜合金、废铜及其衍生品），但暂未透露新关税生效具体时间。特朗普当天在白宫召开内阁会议时说：“我认为我们将把铜的关税提高到50%”。据美国消费者新闻与商业频道报道，内阁会议结束后，美国商务部长卢特尼克说，商务部已完成对铜进口状况的调查，他预计新关税“可能在2025年7月底或8月1日实施”。特朗普还说，美国政府正打算对药品、半导体以及其他多个特定行业征收新的关税，并举例说，可能会对外国制造的药品征收高达200%的新关税。但他表示，这一新关税可能不会在短期内生效，目的是给制药企业迁到美国留出一定时间。

2025年2月25日，特朗普签署第14220号行政令《关于应对各类铜产品进口对国家安全的威胁》，指示商务部长根据《1962年贸易扩展法》第232条款（《美国法典》第19编第1862节）启动调查，以评估包括但不限于以下所有形式铜产品进口对国家安全的影响：原铜矿、铜精矿、精炼铜、铜合金、废铜及其衍生品。2025年3月10日，部长正式启动该项232条款调查。
